The UK's front gardens have become car parks. In 2005, 7.5% were paved over. By 2025, that figure had climbed to 55%, according to Royal Horticultural Society estimates. The consequences are real and measurable – hard surfaces absorb solar heat during the day, then radiate it back into the night air, intensifying the urban heat island effect exactly when cooling matters most.
Green gardens work differently. They release moisture through plants, and that evaporation actively cools the surrounding air. Because household gardens across the UK cover three times more land than all nature reserves combined, their aggregate effect on local climate is significant.
Research cited in the piece shows that converting paved surfaces back to grass and planting trees can reduce urban heat island temperatures by as much as 1°C – a material difference for vulnerable populations during heatwaves. This is not marginal. In a country where summer temperatures now regularly exceed 30°C, and where heat-related excess mortality spikes during prolonged warm periods, the choice between a tarmac drive and a garden becomes a public health issue.
The trend reflects rational individual behaviour – secure parking is valuable – but the aggregated outcome is a climate liability. Planning policy in most UK councils treats front garden paving as a permitted development, requiring no consent. That's the policy failure.
The question isn't whether residents should lose parking convenience. It's whether councils should continue treating cumulative heat risk as externality rather than a material planning consideration.
