Google's $15bn data centre investment in Andhra Pradesh is advancing despite serious environmental pushback. The project's water footprint in a region already facing scarcity pressures – and its siting near wildlife habitat – exposes a gap between corporate net-zero commitments and ground-level impact assessment.
Data centres consume enormous quantities of water for cooling. Google operates globally under science-based emissions targets, but water risk in supply chain operations sits in a greyer zone. The company hasn't disclosed site-level water management plans or independent environmental impact verification for this project. Construction moving ahead while opposition grows suggests either weak consultation processes or a calculated tolerance for reputational friction.
This matters beyond India. As tech firms scale infrastructure to meet AI and cloud demand, they're locating data centres in water-stressed regions – a pattern repeating across Asia and Africa. Andhra Pradesh already experiences seasonal shortages; a major industrial water user arriving when groundwater tables are dropping raises hard questions about cumulative impact.
Activist opposition here isn't obstructionism. It's a test of whether corporate sustainability commitments include binding water governance at the project level, or whether they stop at Scope 1 and 2 emissions accounting. Google's public positioning on climate leadership and responsible business practice now faces a specific, localisable claim: what's the actual water budget, who verifies it, and what happens if extraction breaches sustainability thresholds?
The project's progression suggests those answers aren't yet public.
