Emirates NBD has published a transition finance framework designed to mobilise capital for hard-to-abate sectors across the Middle East, North Africa, Türkiye, and South Asia. The framework addresses a real gap: many carbon-intensive industries lack pathways to decarbonisation precisely because they lack access to structured financing instruments.
Transition finance sits between business-as-usual lending and pure green finance. It funds companies with credible decarbonisation roadmaps in sectors like cement, steel, petrochemicals, and heavy transport – sectors where zero-carbon alternatives don't yet exist at scale. Emirates NBD's move signals growing appetite among financial institutions to move beyond simple exclusion, though the risk here is significant.
The framework's credibility hinges on three factors: whether transition pathways are aligned to science-based targets (not just incremental improvement), whether Emirates NBD enforces genuine accountability through loan covenants tied to emissions reductions, and whether the bank avoids financing marginal improvements marketed as transformation.
For regional banks, this is strategic. Capital flows to decarbonisation in MENA and South Asia remain fragmented and expensive. A coherent transition framework can unlock investment in infrastructure retrofit, industrial process change, and energy substitution. But transition finance is also where greenwashing lives most comfortably – lending to inefficient businesses that make token efficiency gains and claim transformation.
The real test isn't the framework's existence. It's enforcement. Does Emirates NBD walk away from companies that miss their decarbonisation milestones? That answer determines whether this is leadership or marketing.
