The EU Packaging and Packaging Waste Regulation (PPWR) became legally binding on 12 August 2024. This is not a minor compliance update – it fundamentally reshapes how organisations across Europe design, label, and manage packaging across their supply chains.
The regulation sets mandatory recycled content minimums, tightens rules on single-use plastics, and requires all plastic packaging to be recyclable by design. Organisations must now audit packaging materials and demonstrate compliance against specific targets, which vary by material type. There is no grace period.
The PPWR also mandates Digital Product Passports for packaging, meaning organisations will need to track and disclose packaging data throughout their operations – a requirement that sits alongside broader EU traceability frameworks like CSDP compliance.
For UK businesses, the impact is indirect but material. If you supply into EU markets or use EU-based logistics partners, your packaging must meet PPWR standards. If you source from EU manufacturers, your suppliers are now operating under these rules – non-compliance creates supply chain risk.
This is not theoretical. Fines for non-compliance run up to €50,000 per breach, and enforcement is being handled at member state level with increasing rigour. Organisations that have not yet audited their packaging portfolio against PPWR requirements are now in breach or close to it.
The regulation also introduces Extended Producer Responsibility (EPR) schemes with higher collection and recycling targets. Businesses must register with national schemes and fund recycling infrastructure.
The question now is not whether to comply – it is whether your supply chain can execute compliance before audit deadlines trigger.
